It's perfectly reef safe, mix up however much you need and put a dab of super glue on each surface that you wish to attach to something. The epoxy will attach on its own but tends to come loose easily while curing, the super glue holds the curing epoxy firmly in place and helps with an even stronger bond. Your number one best solution for securing your rock work is to use a masonry bit and a drill to drill holes through your rocks so that you can secure them with either acrylic rods or Pvc / cpvc tubes that go inside the rocks to support them. For smaller rocks, smaller holes and thick plastic zip ties work great too.

that sounds like a really good way to do it but I already have all my rock in my tank and Idk if that would that easy to do? I also have it laid out just how we want it??I already have the instant ocean so if I add the super glue that will work? super glue dries underwater?

It'll make your skimmer go nuts for a little while too but that's normal so check it a little more frequently.

If I use more than a whole stick at a time without doing a water change then my skimmer will go nuts for a day.

Yeah I tried it last night and it didn't work out to good for me at all! the rocks seemed like they were slippery and wouldn't stay in place??I tried to hold it hoping the super glue would dry but it just wasn't working!? :-\ Idk maybe I'll try your other suggestion with the acrylic or pvc?? it's just hard cause all my rock is already in my tank and stacked up where I want them!

The rocks really need to fix together anyway before gluing or using epoxy. U need to get them to fix together like a gig-saw puzzle first. U can use a hammer and screw driver to shape the rocks too. Then use the glue or epoxy.
