Does anyone use any sort of aquasoil or under substrate plant fertilizer in planted tanks.

I have before, but it was messy, expensive and only lasts for a few months to a year at best. Now I just use plant tabs in pool filter sand. The plants grow like crazy, but I also have lights and CO2. You can make your own pretty economically. Just buy powdered aquarium fertilizers and fill empty gel caps with it. And poke them under the plants about 4-6 inches apart. I get mine at aquariumfertilizer.com. You can also use it to fertilize the water directly, as well as the roots.
