What kind of working time do I have out of water? When rinsing dust away can I use RO water or does It need to be saltwater? Thanks.

as long as it stays wet it is fine, but there will be a little die off from it hitting the air. when you put the rock back in the water make sure to shake it around to get all the air out of it.
is this for an established tank or new setup?

I just drill it right out on my basement floor. Keep some of your old water change water in a bucket so you can give it a good tank water rinse before you put it back in your tank.
