think he means on the output to deflect the flow from going strait down to the sand

Right that's what I mean. It makes the water current stay on top of the water instead of shooting straight down. Same concept as when you put sand on the bottom of a tank and they tell you to put the sand bag on top of the sand when you begin to pour the water in, so the bag can disperse the water so not to disturb the sand. It also makes the flow more random. It's a lighter flow but more even
