I've had my Ro/Di for awhile I've switched the filters a couple times but have a suspicion the membrane may be done for, before it's time. Only way to check this really is tds meter.
If anyone local had one I could use for a short period of time that would be awesome. I also want to check the tds of my tap water.

I have one but it might be a while before I head your way. You can also usually find them at hydroponic stores.

I love the inline one. I just found about 10 different handheld ones for under 15$ on eBay but I'm not sure if any of them are good?
That's why I wanted to wait and just barrow one because I don't want to get a cheap one that breaks in 2 week's! It's so hard to tell from a picture

I'd definitely go with an inline one. I've been looking at getting the same thing Christian posted for when I overhaul my RO unit.

Can you back-flush your RO membrane?
