For extra cheap, you could go with a dome light and a spiral CFL. They put out pretty good PAR. What size/shape is your refugium? 10W of LED is equivalent to what I would use on a 10-gallon planted tank.

LED's to my knowledge do not lose their kelvin rating over time like CFL's, so for this price, I would say you have got a steal (and you don't have to replace bulbs). Only thing that I worry about is potential heat coming off a fixture that is cheap like this, if it doesnt have proper heat sinks, but the chances of that are next to none. However I would go with the light listed below for 5 more dollars. Cheap, creates a vegas-themed refugium, and has a remote control. I mean, you can't go wrong with the awesomeness of a potential disco ball for your refugium. Red they say grows better macro, but I have no experience with growing it outside of white/blue combos myself. I've got two fuges to light, I think I"m going to go with it for the smaller one and see what happens, I'll keep you updated in my build thread...with that said I don't expect it to be a running system till the new year. Nice find on the disco LED too!

fyi these lights get HOT! and if you get them from ebay you could save a few $$ for a fuge I would use a couple spiral cfl bulbs at walmart you can get a 10 pack for $1

Cowdogz, another excellent find. Seems to me that for the extra money (10-15$) that an LED fixture outweighs the benefits of having to remember to change bulbs. However I have to agree with gotareef to an extent because the amount of light from a cfl blub may be greater than we can get from an led of similar size at around the same price (not breaking the bank).
