yes that can do some of what an arduino can do, but that system can't dim an LED system, also it also will only do PH in fresh water.....after you pay $160 just for the data loger, and it doenst come with the probes, the software is $60 and outlets $20 from what I could find. arduino 8 channel relay, so you can contol 8 outlets is $17. yes arduino does require programming but once a good code is written you dont need to write it again unless you want to make changes, or add features. plus i like to build stuff

Agreed, the reason for using the Arduino is it's versatility. There are digital in, digital out, analog and PWM pins which allows for controlling any sensor out there with one $25 mega board.
